The public union "Ukrainian Publishers & Booksellers Association" addresses you with a proposal regarding the redistribution of funds provided by the State Budget of Ukraine for 2023 for the State Institution "Ukrainian Book Institute" for the implementation of its programs.
As far as we know, out of the 74 million hryvnias allocated to the State Institution "Ukrainian Book Institute", the program of the Ministry headed by you envisages that 56 million hryvnias will be allocated to the payment of translations by foreign publishing houses of the works of Ukrainian authors in the languages of the nations of the world and their publication outside of Ukraine.
In our opinion, it would be appropriate under other conditions, and not when the domestic publishing house and libraries suffered significant losses as a result of Russian aggression against Ukraine.
Ukrainian publishing houses are severely suffering from a lack of funds to continue their activities, and libraries that came under fire in the war zone or were destroyed by the occupiers in the territories liberated from the occupation are without books.
The national book is a powerful countermeasure to Putin's propaganda. The rapid decline in the solvency of the majority of the country's population sharply reduced their ability to purchase books and access to the knowledge and information that a native book carries, and, accordingly, leads to a decrease in its influence on the consciousness of our citizens and deterioration of the psycho-emotional state of Ukrainian society in general.
In such a situation, financial support from the state is extremely important for domestic book publishing, which, unfortunately, is not available today.
In view of the above, we ask you, dear Serhiy Mykhailovych, to consider our proposal to redirect 56 million hryvnias of budget funds from the translation support program to the program for the purchase of books for libraries by the State University "Ukrainian Institute of Books".
We sincerely hope for an understanding of the current situation in domestic book publishing and librarianship and a positive reaction to the proposed proposal.
